Assessing the Commonwealth Treasury’s ability to facilitate the development of a wellbeing economy in Australia.
This research project will assess the Commonwealth Treasury’s regime of authority to facilitate the development of a wellbeing economy in Australia that pursues planetary health equity (PHE) goals.
Planetary health equity (PHE) – the equitable enjoyment of good health in a stable Earth system – is at risk. While the factors influencing PHE are complex, research continues to show the consumptogenic system – the web of institutions, policies, commercial activities and norms that incentivise and reward the excessive production and consumption of fossil fuel reliant goods and services – is underpinned by an economic system based on unfettered economic growth. The wellbeing economy is proposed as a policy to reorient this focus, for an economic system in service of people and planet. However, governance for PHE outcomes is complex. To implement a wellbeing economy in Australia, a developed understanding of the regime of authority in Commonwealth Treasury is required.
For these reasons, the aim of this research is to contribute to the field of PHE governance by addressing gaps in the literature on understandings of ‘regimes of authority’ that facilitate policy for the benefit of PHE outcomes, with particular focus on the wellbeing economy.
