Can we uncover when independent reviews actually transform Australian regulatory practices, and when they just gather dust on agency shelves?
Governments and oversight agencies often initiate independent reviews, in part to improve regulatory performance, especially following scandals or failures. However, their effectiveness in driving positive changes to regulatory practice and/or regulatory outcomes remains unclear. This matters because of the important role Australian regulators play in achieving public policy outcomes, and the resources that goes into these reviews. This study investigates when and how reviews impact regulators' practices.
